Hi quick question so from understanding MSFS addons such  as the PMDG 777 and any Fslabs ceo product will NOT  have weather radar .

No. PMDG 777 has weather radar.

FSLabs does not have WXR

The images being used by some other developers is not a weather radar.

Except they do.  

At the moment, it doesn't look like they're going to install anything like that. Or release the weather API for external tools. There are various threads about this in the MSFS forum. The main reason is said to be a license, as the weather API is provided by an external service provider (meteoblue).
