Do I need the A320 for the A319?

Exactly as the title says?  Do I need to purchase the A320 to get the A319, like PMDG and the 737-6/700?

Yes you do, because the A319 is "just" an expansion. On the plus side, being "just" an expansion means that we will get it at a fraction of the cost.
