These are all LR's, so shouldn't they have 3 ACT's? In the control center they are listed with 0 ACT's.

Not necessarily. The aircraft is certified to have ACTs but they do not have to be equipped

All NEO's can have the ACT's. From everything I've read the LR is just a marketing lingo for the 3 ACT equipped NEO's.
