Why Hold Page Inbound Course Is Not In Magnetic Heading?

I inserted JRP NDB in FMGC and I created an outbound waypoint after overhead JRP NDB on 098° course and seven nautical miles. Ex: JRP/098/7. 

Then I create a hold pattern over JRP and the hold inbound course was 098° but it was different of 098° magnetic of above example. To change to 098° on navigation display I had to insert 078° true heading in "Hold" page.

Observation: magnetic variation in this place SBSR is about 20° but this problem just happen in this FMGC "Hold" page. 

Is it a system bug? How do I fix it?
