It's in the same directory as FSX.CFG - actually in a subdirectory to that:

\user\'name'\AppData\Roaming\Microsoft\FSX -> next subdirectory \controls. The file is called standard.xml. The "mother" of this standard.xml - the default version - is stored in the FSX root directory and will be used to reset in case you decide to delete the FSX.CFG for a fresh start.

I use this method for quite some time. I have stored a few specific standard.xml for different A/C setups and copy them through a batch-progam into that mentioned folder to make FSX ready for that aircraft at next startup.
